Notice of Consideration of Repeal of the Albany County Public Library Patron Privacy Section of the Policy Manual and the Adoption of Patron Privacy Policy and Gift and Donation Policy

The Albany County Public Library Board of Directors (Directors) hereby gives notice of its intent to repeal the Patron Privacy and the Gifts sections of the Albany County Public Library (ACPL) Policy Manual (last amended October 2019) and adopt the ACPL Donation Policy following public hearing on the rules and regulations at the Director’s regularly scheduled meeting on May 28, 2024, at the ACPL Laramie Main Library, 310 S. 8^th St, Laramie, WY 82070.

The principal reason for the proposed repeal of the Patron Privacy section of the ACPL Policy Manual is because the privacy and confidentiality of patrons’ information and records is governed by Wyoming statute and regulation by the Directors is unnecessary.

The proposed ACPL Gift and Donation Policy restates and revises ACPL’s policy regarding gifts and donations being provided to the Friends of the ACPL and the ACPL Foundation. The principal reason for the adoption of the proposed amendments is to revise the Director’s rules and regulations regarding gifts and donations as part of the Director’s efforts to review and revise the entirety of the ACPL Policy Manual.

Copies of the proposed rules and regulations are available for public review at ACPL Laramie Main Library, 310 S. 8^th St, Laramie, WY 82070 and are included following this notice. Interested persons may present their data, views, or arguments at the public hearing and in writing to the Directors at acplboard@acplwy.org. All comments received prior to or at the public hearing will be part of the public record for the proposed rules and regulations.
